Command API Unit Tests
Implement Unit tests for the command api.

Decide on what event system to use, whether that be a 3rd party library or custom one.
Library Manager
Rather than have plugins shade in their needed dependencies, Charlie CI will use a Library (dependency) manager so that plugins can request versions of libraries that they need. These libraries will be downloaded and cached when a plugin is loaded and will be passed to the plugin's classloader.
