Create PHP Categories and Packages API

Git Flow

1. Switch to your develop branch
2. Pull updates from the upstream
3. Create new branch called create-php-categories-and-packages-api-#{issue number}
4. Perform the assigned task
5. Push to your remote branch git push origin create-php-categories-and-packages-api-#{issue number}
6. Make a pull request

Task Details

1. Inside the _system/php/ folder, create the following folders: categories/ and packages/
2. Create the following files for each folder: getAll.php, add.php, update.php
3. getAll.php should return a JSON array of results [{},{},...]
4. add.php should accept POST parameters and should echo/print
   success or fail
5. update.php should accept POST parameters and should also echo/print success or fail
6. for fail results, echo the errors associated on it
