Move content over from Wiki about docs

Mergeable pages (duplicate content from the wiki):

Wiki has a lot of content that can be phased out (empty pages and duplicate content).

For pages that are ported over to this github repo, replace the content on the wiki page with a link to the github blob page.

Yeah, the fragmentation of docs isn't very useful. We are going to move everything into this repo (anyone can contribute and we can have transparent discussions on changes).

I've been looking at the wiki and the only thing that still needs to be ported is https://wiki.stellar.org/Federation.

However, I think that page needs to be rewritten and not copied. (it is also similar to https://wiki.ripple.com/Federation_protocol)

Wiki can now be closed. The whole site should be 301 redirected to https://www.stellar.org/developers/
