Today the network upgraded to protocol 13. Your log indicates you are still on protocol 12. Please take a look at Guide to protocol 13 prep and Protocol 13 upgrade complete!. In your case, you will need to update to the latest version of Stellar Core, and possibly Horizon and SDKs too (if you make use of those).

Upgrading to a version of Stellar Core that supports Protocol 13 is crucial, and the guide linked to above will tell you how.
Once you do that, you may also want to reconfigure your quorum set. It's pretty fragile at the moment. I'd suggest taking a look at the quorum set in this example config, which consists of all the Tier 1 validators.
