I think it is related to the debounceDelay option in grunt-contrib-watch. From their README:
options.debounceDelay

Type: Integer Default: 500

How long to wait before emitting events in succession for the same filepath and status. For example if yourGruntfile.js file was changed, achanged event will only fire again after the given milliseconds.

I believe this means it will wait 1/2 a second before beginning the build task (and therefore locking).

in an ideal world the lock engages before the debounce expires and the build task is invoked.

we can also kill the subprocess on each save, reduce the debounce time frame, and pull the lock up slightly so that it plays nicely with what i just described.
