Tile Options Should Be Actor Options

The HUD element TileOptions which provides buttons for attack, move, and skills is currently tied to the Tile object as the name implies. This is not needed as only Actors are able to use such abilities, so this should be moved to the Actor, or a sub-object on the Actor.
