Allow the toggling of autorefresh for options. Follow performance to disable autorefresh if operations take too long

Currently legend is a div drawn on top of the map. When going full screen, the legend is hidden.
If the legend was a Leaflet Control, it would be shown on the fullscreen map.

These are a part of a larger change to the system, which requires a server application and some user management

Allow the creation of custom color schemes by selecting value ranges and attaching a custom color to each

Need to wait for the merge of https://github.com/lvoogdt/Leaflet.awesome-markers/pull/74/files in order to utilize current existing color selects

Allow the user to show multiple regions on the map simultaneously via a PIP-mode.

This would be useful in the case that the map contains separate regions that are far away from each other (for example the Hawaii islands as part of the US)
