when everything is running then what is causing bot to not start conversing?

I run the command as documented, but this error appeared

ERROR: Encountered errors while bringing up the project.

I run the docker-compose command, Docker begins to build the docker image, but at a certain point it has some sort of an issue with tensorflow and it'll hang the script indefinitely.
