See the screenshot. Notice there are no emoticons next to "Flags". This applies to all of the pages on the website. There are however, initials for different countries, but not separated by spaces. The Flags link is functional but the emoticons should be there. Perhaps spaces are needed between the initials?

These days I believe it's best practice to open hyperlinks in the same tab.

The user can choose to open them in a new tab if they wish.

Opening in a new tab can also be a security risk.
