The current interface with Gnowee is a once in, once out approach. Coeus replicated a bulk of the Gnowee main program code to run. However, it would be beneficial for some application to be able to use Gnowee to generate sample designs without completely wrapping the current framework in the Gnowee algorithm. Each operator is its own function, so that could be a starting point to make this modification.

We should implement a population diversity tracker to ensure that we aren't loosing diversity over time. An adaptive algorithm that resamples if diversity is lost would likely improve performance. The trick is that some loss of diversity, especially late time, can speed convergence.

Need to add a capability to provide a full or partial seed population.
