There's no public API for the CHM, but using Semantic Versioning is a good practice [for labeling my version numbers] that I should probably eventually officially adapt although I already am doing it in some form.

I'm setting as a goal, roughly 90% of the city of cleveland land be included in a neighborhood.

This is subject to change if I come to the conclusion that more than 10% of the land isn't in a neighborhood.

• what should baseline[s]/evidence should I use to conclude this point ?

receive this error when attempting to save options in tilemill.
EACCES, Permission denied '/usr/share/mapbox/project/clevelandshape2/style.mss'

TODO:
make sure my username has permission

related to this is that this error also appears when saving highways.mss, but the changes are saved to the file.

with style.mss, changes are not saved.

I'm thinking whether if I'm okay with this.

This is more of an issue for neighborhoods consisting of larger geographic areas (because I have proportioned the font size with the geographic area of neighborhood.

TODO: try transparent names;
