Use standard XML config in WebForms

Currently the app uses the .NET Standard config model. Replace with standard Fx config to demonstrate configuration without code changes:

  • split out appsettings & connectionstrings
  • bundle defaults in image
  • override with Compose secrets & Kube ConfigMaps/Secrets

Add metrics exporter to WebForms app

Bundle Prometheus exporter in the image to expose metrics endpoint with (minimum):

  • cpu * memory usage
  • HTTP req count; response times & status codes
