We probably want to have persons and organizations, linked to Popit id (and additional identifiers).

Ultimately it should be a person or persons. This can be an individual, or collectively as a committee such as board of directors, cabinet etc.

Proposed to have as initial part of standard, a subset of Popolo spec for People & Organizations. Open Data Contracting Standard http://ocds.open-contracting.org/standard/r/1__0__RC/en/schema/reference/#organization
