1SLC (classic) support

It seems very similar to WDC2, shouldn't be too difficult. You might even get away with loading it as WDC2.

Signed immediate values are unsigned

Small issue here where signed immediate values are handled wrong.

Fabi shared this fix via Discord:

var signedShift = (1 << (bits - 1));
var finalValue =  (signedShift ^ unpackedValue) - signedShift;

Test case: ExpectedStat::ExpansionID of 14 here should be -2.
