Remove busy wait in BuildServerManager

The BuildServerManager object, in the method attemptOneBuild, has a busy wait when it receives a notification that the build server has accepted a build. This indicates a bug either in the build server or in the competition server (most likely the build server). Fix the bug and remove the busy wait.

Bug: Often times, after a submission ID is received from the build server, following the path will result in a 404 (though the resource should have been created).

Replace forward facing gender-specific pronouns with gender-neutral ones

Right now, admins are addressed as sir as opposed to something more gender neutral. When the product was only being used for the USU ACM presidency in 2014, when the presidency was three dudes, this was chill. However, this is being developed for more general use, and as such, more appropriate pronouns should be used.
