generate new list on error

There is a bug where the list of mapfiles gets reused and they have been moved so errors are generated. Instead, change the behavior so it rescans the directory.

mapfile list splitting

When processing mapfiles, if the process is interrupted or fails, split the list. Previous entries should be moved to the done bin. the current (incomplete) entry and beyond should be rewritten. We could probably use head and tail to create the new files. naming should be based on timestamp of split. A side effect is that we will have "chaining" in the new file if we are subsequently interrupted (this seems unlikely) and have to keep applying timestamps to the new tail (head being the completed part)
