Configure pkg mirrors

Develop Installer, for situations where a tarball install may not be appropriate.

Once upstream code mirrors are in place, alter code tarball creation and buildscript to use the new SRC layout directory, in line with the ultimate locations of software on the filesystem.
Example:
src/bin/bash-$version
src/usr/bin/file-$version
src/usr/sbin/portsnag.sh

NTPSec reached a stable release. Import to Base.

C++ binary updater for BASE functioning similarly to freebsd-update and hbsd-update from hardenedBSD.

Import OpenZFS userland management tools from http://zfsonlinux.org/

We'll be shipping OpenBSD's LibreSSL library instead of OpenSSL.
