Bot requires command to set the roles on the server separately from the channels.

Add feature of (re)start testing for a specific student.
Sometimes students lose connection to Discord, so they're being late. We need the means to make test happen for this student independetly of the rest of the group

When organizing a server we need the means to organize the channels separately from the roles.

After the shutdown the bot loses all student's results. Need the means to take the last results, process them and present to the students and a teacher.

Problem: After the test time is over resultInfo returns (null, null) and crashes the bot.

Where: CmdMyTestSettings

Expected behaviour:
Result collecting threads gather non-null results and proceed to form the results messages.

Set server-specific timezone for bot to generate local timestamps in class command group messages.
If the server-specific timezone isn't set, then post timestamps in UTC.

Sometimes bot can go offline. So we need the means to restore the settings from the file. Otherwise every server has to resetup the bot after it has returned online.

Add finish command to mytest command group.
Reason: students can finish their test early, so they need the means to tell the system about it. If all of the students have finished their tests, then bot should process their answers and present the results.

SendTestQuestionsAsync() from Timer_Elapsed event handler should be await SendTestQuestionsAsync(), but in reality it throws 'Collection was modified; enumeration operation may not execute' for the small timer.Interval values.
