Example: https://runfaj.github.io/nested, open the first popper all the way, then scroll. Notice the first popper scrolls with the target, but the nested one does not.

for example, if I had content initially 400px, then it dynamically changes to 200px, the positioning still appears as if the 400px state. Content needs to watch for resize change and call popperInstance.update()
