Using WCF

Тут и думать нечего, используйте WCF для реализации клинет-серверной связки. В коде все будет выглядеть как вызовы методов, в действительности эти вызовы будут работать по REST (некий аналог высокоуровневого RPC от микрософт). Примеров c WCF куча. С БД думаю разберетесь сами. ЗЫ: гуевые формочки это конечно хорошо, но по ТЗ кмк этого не требовалось.
