bloom-import-upstream without increased upstream version about bloom

At some level reimporting something with the same version shoudl be the same. I'm not sure how to work around this. Maybe a --replace command line option.

The work around is to delete the latest upstream tag and roll back the lastest upstream branch commit.

Like this:

git tag -d upstream/Latest.release.version
git checkout upstream
git log -1
git revert COMMITHASH_OF_ABOVE

I'll look at adding an option for this either as a command line option or as a question to the user when the error occurs.

You can now overwrite an existing tag release using the --replace tag. The there is a duplicate tag, git-bloom-import-upstream will fail and tell you to rerun with --replace.
