Убрать запуск миграций и сбор статики при старте контейнера приложения

Эти вещи должны выполняться отдельно:

1. Миграции производиться должны 1 раз, а не при запуске каждого контейнера. Статья
2. Статика вообще раздается через nginx.

Rebuild employee model

1. Get rid of deprecated fields
2. Change django admin list view, show last name first instead of first name.
3. Add inn field.
4. Make more fields required;

Replace save button in django admin list view on top

Filter employees in salaries reports list view filter on right

Show only active employees in that filter

Move to pip from pipenv

Need to get rid of pipenv and use pip + virtualenv instead.

Do not forget to change Dockerfile
