Make ROS Noetic compatible

Description

  • uuv_simulator package currently only runs on Melodic which works with python2.
  • Because of this, we need more packages in ROS workspace to interact with reinforcement learning libraries which are python3.
  • ROS Noetic uses python3.
  • Migration of uuv_simulator to work in ROS Noetic would make the workflow fully python3.

To-Do

  • Convert package to run on ROS Noetic.
