Add the "balance" command to chat_commands

Add the "balance" command to self-balance the equipment when the user requires it.
What you need to run autobalancing:
BalanceTeams() { if ( !maps\mp\gametypes\_teams::getteambalance() ) level maps\mp\gametypes\_teams::balanceteams(); }

[gungame] ]When killing with a knife you advance to the next weapon.

I think you shouldn't advance to the next weapon if the player slashes another.

Support for upper and lower case commands.

I wanted to use the commands in capital letters and it didn't recognize.

[Mapvote] Add a feature to allow default rotation for a certain player count

Letting the server rotate a default map and mode when there are less than a certain amount of players would be nice.
It should be off by default to keep the current expected behavior and be configured through dvar(s)

[Support] CTF support for mapvote.gsc

As specified in the readme for the project, it's clearly stated that CTF support wouldn't be added. However, I'd like to understand why exactly it isn't supported, as well as why it can't be easily fixed. I feel like a function override is all that would be needed, but I'm likely not thinking with enough depth to see why it's such an annoying issue. I've tried some fixes myself, but to no avail of course.

I would definitely be interested in seeing CTF getting officially supported, as my friends and I love CTF, but the most functional script for map voting (being this one) doesn't support it yet.
