Puppeteer looks for six different environment variables (!) to decide whether to skip downloading the browser (https://github.com/RecordReplay/puppeteer/blob/main/install.js). We should avoid downloading the replay browser as well if any of these are set.

I did some testing on our ubuntu 20 box and discovered that our playwright fork is able to consistently record with both FF and chromium but puppeteer consistently crashes when recording.

Both of the following run correctly (climatescape.js is a copy of our playwright-tests example)

PLAYWRIGHT_CHROMIUM=1 PLAYWRIGHT_HEADLESS=1 node ./climatescape.js 
PLAYWRIGHT_HEADLESS=1 node ./climatescape.js 

When I update that script to use puppeteer instead, it hangs when trying to open a new page.
