Try importing with BlenderVertexLitGeneric disabled
from sourceio.

not sure if this is what you meant but i deleted the vertexlitgeneric node and it restored color but the green lights are still missing

These models use material features that sourceio currently does not support
You can manually import RocketTurret_Glow.vtf texture and use it as emissive mask
