It seems to hang in the final step, likely waiting for the message acknowledgement but can be bypassed by debconf. HOWEVER, this seems to be a limitation of the debian package by 3CX which doesn't allow noninteractive installations

The installation tool can be renitialized again by triggering /usr/sbin/3CXLaunchWebConfigTool but this is not doable since it holds the process id in which apt uses to install 3CX. Until 3CX allows non-interactive installation, the most efficient way is to build an image or ssh and accept it manually
