All tests fail due to missing comparision files

It appears the original author used chunks generated in beta 1.7.3 as a baseline test for the generator, but didn't include documentation about how to generate these chunks or include them for testing. More research is needed for this topic.

java.lang.IllegalArgumentException: Correct regions directory null doesn't exist

World generation fails: "Recursive chunk generation may cause issues."

When generating a world via specifying a generator in bukkit.yml or with Multiverse, hundreds of warnings about "recursive chunk generation" are logged to console before the process ultimately fails.

The function logging this warning is PopulationManager.createStateFor(int chunkX, int chunkZ), found in PopulationManager.java#147
