Thanks for reporting.
Looking at this more, this expected behavior.
The reason is that org.keycloak.admin.client.Keycloak only exposes a blocking API - which means that the implementation needs to block the current thread in order to provide the result in a blocking manner.
The only way around this would be if there were a non-blocking API version of the API
from quarkus.

Wouldn't that be the same as using
<dependency>
<groupId>org.keycloak</groupId>
<artifactId>keycloak-admin-client</artifactId>
<version>23.0.6</version>
</dependency>
The quarkus-keycloak-admin-client-"reactive" seems to be...somewhat misleading...
from quarkus.
