correct encoding of image laterality

From Jorg: Andriy, looking at your "EncodeMeasurementsSR.cxx", it seems to me that you
treat Image Laterality (0020,0062) as a Sequence of Items (SQ). In fact, it is
of type Code String (CS) and has up to four different Enumerated Values: R, L,
U and B (depending on the IOD / Module).
