Alpha value of 255 is missed
The code
hasAlpha = hasAlpha || ( alpha > 0 && alpha < 255 );
fails to set hasAlpha when alpha value is 255. The test should include 255 (alpha <= 255)
Upside-down bitmaps are not handled properly
The code in get_bitmap_from_hicon() doesn't handle the upside-down bitmaps, resulting in a crash if such a bitmap is encountered.
byte * pixelBytes = ( byte * )bmpData.Scan0 + y * bmpData.Stride;
The Stride is negative for the upside-down bitmaps.
