I think I found the issue. I believe

qb-adminmenu/server/server.lua

is the issue.. Somehow, you need to optin for staffchat and admin reports somehow? I bet that if you remove that optin check it works

EDIT: This solves the issue.. I removed that check as it is pretty unclear where to "opt in" for admin reports and staffchat. Its not documented in the docs
