If a subnet type is missing, CDK throws when searching, and if you remove that, an import fails

If you decline to create a private subnet (e.g. becasue you have $EXPENSIVE$ natGateways set to 0 and thus don't have a private subnet) you get a throw when searching for a private subnet

    const fileSystemVpc = new ec2.Vpc(this, 'vpcForEfs', {
      natGateways: 0,
      maxAzs: 2,
    });

    /// THIS ASSERTS and is a bug in ec2.vpc
    const privateSubnets = fileSystemVpc.selectSubnets({
      subnetType: ec2.SubnetType.PRIVATE,
    });

If you then just check for this and don't bother to export a value, then import fails on the receiving stack, and only at deploy time, with this kind of error:

No export named PAULSZABOumlsssandboxeshealthexplorersrcimplcdkEfsDb-efsTimeSeriesDatabaseVpcPrivateSubnets found. Rollback requested by user.
