Remove lines 32-41.

Regression: no latency measurements to assigned measurement server

Introduced in 8de239b#diff-1, specifically:

This change should be reverted and the bismark-active package updated and made available for bismark-updater.

Additionally, if we wish to continue measuring latency to Georgia Tech after finish transitioning to Measurement Lab, we should add an explicit entry with a gatech IP address in https://projectbismark.net:8080/bismark/active/ping_targets.list

Deprecate repository once bismark-active and bismark-management-client have been tested

This repository is too complicated. It has source for 2 packages - mgmt and active. They need to be separated out.
