It should include gcc/binutils/glibc/clang and all their dependencies.
Not sure right now if it should replace the devel image, and/or build on top of it.

The go-devel and rust-devel images should be updated to be based on c-devel.

Currently, we build everything every time we cut a release. Only build when the specific config changes for a particular image.
So separate builds into static.yaml, base.yaml, ... etc

But also keep an option to trigger a full build if need be - assuming zothub.io contents are lost, etc.

The same packages are downloaded/installed multiple times by the scripts calling yum/apt-get. We should fix this to cut down on build time.
