Drop down and zoomThreshold weirdness

Wondering if the multi-layer dropdown should only be visible at the zoomThreshold. This would prevent the strange case where you're all the way zoomed out (have just hit "Reset map"), you toggle between layers, and seemingly nothing is changing on the map. Things are, but you're just too zoomed out to see it.

Final data in the same folder

@Michael-Hallee when you create final-ish versions of state_moneyball_lower.geojson and state_moneyball_upper.geojson, can you put them in the out-files folder? Can you store intermediate data in the data folder?

Multi-Layer Merge

Can the multi-layer branch be merged with master yet?

If not which branch should I work on integrating the moneyball layers/ playing with styling?

Default Text for Sidebar

I think it might be helpful to have some "how to use the map" type context in the sidebar under "Election Information" when the map first loads.

Maybe describe what is stored (i.e. the different map layers) and how the map can be used.

That might also look better than having it load blank until you click on a state. What do you think?
