currently, when there is an issue while building/templating an application, we return a rc=0 and we put debugging information in a configMap

this is a bad and dangerous practice, as it can lead to a case where due to e.g. a network outage a dependency cannot be downloaded, and the deployment will be replaced by a configMap containing debugging information. if you had enabled autoSync on your ArgoCD application, this will effectively replace all your deployment with a debugging config map, potentially leading to an outage.

we should instead send the error to stdout and return a rc!=0.
