Fix rear cam on mobile

When I select the rear cam on my phone, it just shows a black screen. I think the video resolution is too high for this type of effect, so capping the canvas resolution might fix it.

Cam selector

Make a dropdown list for picking camera.

HTML media input fallback

For browsers that lack gUM support (IE, Safari)

Support warnings

If getUserMedia is unavailable, show a message with a link to http://caniuse.com/#feat=stream

if running on mobile, show a performance warning.

Video recording

If it's supported, show video recorder controls.

Not sure if this is actually possible. It would require uploading a TON of textures to the gpu. If we can get past the threshold of a full stack of textures, I think it will be pretty smooth after that.
