Support RON-2 in STV elections

It would be cool if it supported this method of counting that deals with the situation wherein "Re-Open Nominations" reaches the quota.

I just wanted to say thanks for sharing your code for the STV voting system on GitHub. This has helped me get some work done when I got stuck implementing STV for student voting. I will ask the Github people to add a "Send Github mug as a thank you" button on the issue submission page.
