node takes leader role

When the borderrouter (thread leader) is removed from the network, a node will become Thread leader and the other nodes will join it's network.
This does not change when the borderrouter comes back on.

To Reproduce
commit 5966c72

Expected behavior
the nodes wait for the borderrouter (leader) to come back and then rejoin it's network.

`Joiner` fails after borderrouter restart.

A node that has been commissioned will fail to rejoin the network after being powered down while the borderrouter restarted.

To Reproduce
Git commit id: f407b07

  1. Start borderrouter
  2. power up node and wait for it to join the network.
  3. power down the node,
  4. power cycle the borderrouter.
  5. power up the node.

Expected behavior
The node joins the network as normal.
