Hi there. You should be able to simply publish your video to a topic (perhaps using http://wiki.ros.org/video_stream_opencv or a similar package), and launch apriltags with the camera and other topics remapped to the topics your video publishes on. You can also use rosbag to record data from some topics during a session and play it back later on the same topics.
