Allow to change numberformat options (switch group and decimal separators)

Hello,

We have a use case where we need to switch the default currency group and decimal separator.
The current code does not allow for that.
We made some changes and would like to push them upstream if you are willing to accept them.

The changes are made to money-formatter only and it will read some options to allow customization for NunberFormat.

Bellow is what we use, but I will clean the opt-symbols part .

Let me know if you are interested in making the change or accepting a PR.
