constants xml includes recursion problem
it breaks after one layer
types href include problem
When you do a structs/types href include, you can't include a file with class as it's outermost xml construct.
My work around is putting the around the href include, where the included file's outermost xml construct is "protocol"
this works:

<!DOCTYPE protocol SYSTEM "types.dtd">
<protocol>
<include href="types/included_types.xml"/>
</protocol>
<!-- file: types/included_types.xml -->
<class name="included_class">

this fails:
