In the browser, analytics.js uses cookies to know when a user returns to the site and to always associate the same userId with that user.
With your code, you are not doing any of this tracking so every invocation of ua() will create a new user. You must do something to always associate the same ID with the same user, either using internal userIds, or using cookies, or something else.
