Description: The current version of the requirements.txt file is not stable with the build on the current environment. It is most likely to throw environment error while building on hosting platforms.

Environment Information-

1. Windows 10 x64 bit
2. Python version 3.7

Workaround: On a LTS Python version run-

pip3 freeze > requirements.txt

This should remove the bug with the original requirements.txt file by replacing it with a new one.

Add a README.md for curating important and necessary information about the repo.

Description: The named entity recognition script under backend/entrec/utils is functional locally and needs to be moved to a hosted test so that it can be integrated with POST endpoints before data submission.

Testing script locally:

1. conda activate <VIRTUAL_ENV>
2. cd backend/entrec/utils
3. python manage.py shell
4. exec(open('named_ent)rec_spcy.py').read())
