Feature request: Extracting announcement from CHANGELOG.md

Is there an existing issue for this?

Original problem

Many packages are uploaded with announcements which are the changes of that version (e.g., the following packages). It should be more convenient for this GH action to extract announcement from the CHANGELOG.md file before uploading to CTAN.

• l3kernel: CHANGELOG.md - 2023-03-30 announcement
• siunitx: CHANGELOG.md - v3.2.4 announcement
• tagpdf: CHANGELOG.md - 2023-03-08 announcement
• citation-style-language (by me): CHANGELOG.md - v3.2.4 announcement

Proposed solution

The JavaScript regex /## \[(?!Unreleased).*?\s+(###.*?\n)\s*## \[/s should be able to extract the changes in latest version.

Node.js 12 actions are deprecated

Thanks very much for this project, I've used it successfully on latexindent, and it worked great, nice work :)

I don't know if it's helpful to report this, do feel free to close this if not helpful.

Abandon `request`

Since request is deprecated as explained here, we should migrate to one of the alternatives.

Original goal

Hey there! I was looking for exactly this, a CTAN Github action, and it seems promising. However, your links to examples no longer work, and the documentation falls a bit short, so I'm a bit unsure about how to proceed. (Full disclosure, I don't have vast experience with GH Actions).

Can this plugin be used to upload to CTAN every time a new version is released on Github? And how would that look? Thanks!

Switch to TypeScript

Use JSON instead of YAML for `fields`

I'm not sure why I went with YAML in the first place, tbh.
