Cannot register new volunteer profile about mtech-se18-t08s

Now no page error, but it's unable to click...
Seem that security settings were not set... Pls check with Peishan to see what 
permisson is missing

I have already mentioned in the email 2 times already... this should be put in 
a public controller which does not require permissions. Same for the Forget 
Password, and I have already mentioned in email to ask Zaw if wants to shift or 
not...

Exactly, it should be in public so that everyone can perform these 2 use cases.
