FoxGlynn Module.

The FoxGlynn method should have it's own module (class/function). As it is now, it's duplicated at least at 3 places (PS_StochTransient, PS_StochBoundedUntil, PS_StochCumulReward) -- this goes for the OpenCL implementation as well.

Combination of OpenCL and steady state detection for bounded until gives erroneous results.

When a steady state is detected while model checking a formula that contains bounded until while using -opencl flag, the result is always 0.0 (and the sum vector is full of zeros). When the -nossdetect flag is used, everything works fine.

Correct result (same as without -opencl): ./prism ../examples/tandem/tandem.sm ../examples/tandem/tandem.csl -const c=200,T=10 -prop 3 -s -opencl -nossdetect

Wrong result (0.0): ./prism ../examples/tandem/tandem.sm ../examples/tandem/tandem.csl -const c=200,T=10 -prop 3 -s -opencl
