I agree with putting the new content in a new branch. Having perused the old content fairly recently, as a new outside pair of eyes, I think the whole historical record is fine existing as a single, old branch.
I'm not sure what you mean by the content being under https://github.com/OWASP/DevGuide/tree/master/DevGuide3.0 . The GitHub "pages" are not part of the "code" area. I imagine there will be a 2014 directory in the repository somewhere and the markdown "pages" as files will be stored there as well as files that are a result of markdown -> PDF, XHTML (chunked), & XHTML (monolithic single page) conversions.
I am replicating the https://www.owasp.org/index.php/OWASP_Guide_Project pages here (including the "home" "page" that is not a "home page"-- there are recent links to that "page"). The other pages/tabs from https://www.owasp.org/index.php/OWASP_Guide_Project will be more or less copy/pasted here. I plan on keeping the structure as similar as possible.
The road map pages have been 'melded'. Small edits may be warranted, but the broad strokes should be okay there.
I take direction well. Just let me know how to use my time.
