NEMU 及 nexus-am 两个软件包是不是应该放到tools下面，生成rtl的时候联编比较好一些，避免依赖的so换了机器/系统经常出现变异错误

NEMU 及 nexus-am 两个软件包是不是应该放到tools下面，生成rtl的时候联编比较好一些，避免依赖的so换了机器/系统经常出现变异错误
我们希望能够在运行时链接不同的so，这有助于我们的调试。比如出错后切换到带有debug信息的so
